panOULU network is based on the panOULU cooperation agreement which City of Oulu, University of Oulu, Oulu Polytechnic and Oulun Puhelin Plc. signed on 15.10.2003. VTT Technical Research Centre of Finland, Elisa Plc. and Netplaza Ltd. joined panOULU cooperation in 2006 and Pulmonary Association Heli in 2008.

The goal of the panOULU cooperation is to support

• the actors’ intensive co-operation in developing the know-how and operational preconditions in the ICT-domain: panOULU network provides the actors' personnel, customers, visitors and the general public wireless broadband Internet access outside the networks of their own organization and in different locations around Oulu
• the development of the information society of the city of Oulu: panOULU network provides infrastructure for developing and using wireless Internet services

In its coverage are panOULU network provides the general public broadband wireless Internet access, which allows them to use the Internet and services with their own devices regardless of location.
